The purpose of this job is…..
The ADF Health Services Contract (ADFHSC) provides integrated, end to end health support to 85,000 Australian Defence Force personnel across 59 facilities. Services span primary and occupational healthcare, dental, physiotherapy, mental health, pharmacy, health administration and rehabilitation, as well as pathology, imaging, radiology, allied health, specialist services, patient transport and other off base care delivered through Bupa systems.
In this 12-month Fixed Term Contract, reporting to the Senior Program Manager – ADF Workforce Management, the Change and Communications Manager will lead change and communications activities, with a key focus on the ADF Workforce Management system implementation. Working closely with the Program team and subject matter experts, this role will drive engagement, support people through change, and deliver effective change and communication strategies
Responsibilities include:
- Develop and implement change and communication strategies and plans that reflect the scale, complexity, pace and risk profile of the initiative or project.
- Partner with stakeholders, sponsors and leadership teams to co-create the change vision, case for change and engagement approach; lead the development of communications strategies to support this.
- Identify change impacts, risks, dependencies and opportunities, and provide clear recommendations to support decision-making and delivery confidence.
- Analyse stakeholder impacts and maintain a strong stakeholder engagement plan to inform targeted engagement, communication, change and adoption strategies.
- Design and deliver change management reporting, metrics and executive updates to provide visibility of progress, readiness, adoption and emerging risks.
- Lead the development of communication strategies, materials and key messages that are audience specific, fit for purpose and focused on driving the required outcomes.
- Develop learning, engagement and training strategies to build capability, support readiness and embed sustainable change.
- Bring thought leadership and organisational change innovation to the design process, challenging traditional practice and supporting the business in building change capability.
- Effectively identify and manage change and communication risks and issues.

What you’ll need to make it possible
- Tertiary qualification in a Business, Communications, Organisational Development, HR or a related discipline; extensive professional experience in Change Management (required)
- Extensive experience leading change programs, with specific focus on managing change impacts on people, through a tiered change and engagement delivery model
- Postgraduate qualifications in Business, Communications, HR or a related discipline will be highly regarded
- Demonstrated ability to design and deliver project change and engagement services, in a complex change portfolio environment, for a program of work using multiple delivery models, such as Human Centred Design, Lean, Agile and Waterfall
- Strong understanding of modern, multimodal communication channels and tools
- Project Management or Change Certification highly regarded.
- Strong experience with and comfort in negotiating and influencing stakeholders across all levels
- Significant experience in delivery of large programs of work including judgement in balancing competing organisational priorities.
- Ability to synthesise multiple pieces of information into tailored, easy to absorb communications.
- Baseline security requirement This is a Security Cleared Position. The occupant must be an Australian Citizen and must be eligible to obtain and uphold a Baseline Security Clearance.
