The purpose of this job is…..
The Bid Manager – Government Services is responsible for the end-to-end management and delivery of government bids, supporting the growth of Bupa’s Government Services portfolio across Defence, Commonwealth and State Government. Reporting to the General Manager, Growth – Government Services, the role partners closely with the Business Development Manager and cross-functional teams to ensure bids are well-governed, competitive, compliant and submitted to a high standard.
The role focuses on translating opportunity strategy into high-quality submissions, managing bid timelines, coordinating inputs, and ensuring commercial, risk and compliance integrity throughout the bid lifecycle. It requires a detail-oriented bid professional who can operate at pace, bring structure to complex pursuits, and continuously improve bid capability across the Growth function.
Responsibilities include:
- Lead end-to-end bid delivery from go/no-go approval through to final submission and post-submission handover
- Develop and manage detailed bid plans, schedules and milestones, ensuring all actions, dependencies and deadlines are clearly tracked
- Oversee and coordinate submission inputs from various business stakeholder, including reviews and approvals from senior leaders to ensure timely, high-quality and compliant bid submissions
- Ensure bid artefacts are complete, well-structured and aligned to agreed win strategies and solution direction.
- Enable opportunity qualification and go/no-go decisions through the support of accurate assessment of strategic alignment, bid feasibility and likelihood of success
- Apply structured methodologies to support win strategy development and competitive positioning
- Accountable for strict compliance with Commonwealth and State procurement requirements, tender instructions and probity obligations
- Manage bid governance processes, including documentation, approvals, risk management and decision tracking.
- Direct the development of competitive, sustainable and deliverable pricing and commercial models in collaboration with finance and commercial teams.
- Maintain visibility of bid pipeline activity, status and outcomes, communicating this as required with senior leadership
- Support continuous improvement of bid processes, tools, templates and proposal capability across the Growth function
What you’ll need to make it possible
- Tertiary qualification in Business, Commerce, Communications or a related field
- Proven extensive experience demonstrating success in bid and proposal management, including measurable win rates
- Demonstrated experience in Defence, Commonwealth and/or State Government tendering, ideally across health, ICT and/or government services
- Experience in leading a multi-disciplinary bid team
- Exposure to Shipley and/or Miller Heiman methodologies
- Strong understanding of government procurement processes, compliance, risk and governance requirements
- Proven ability to coordinate cross-functional teams and manage complex bid processes under tight timeframes
